Anonymous on Message Walls

Has this feature been implemented? About a year ago, staff said they had taken it on board for review, and now logged-out users can no longer send messages to the Message Wall of users with an account.

Note that this behavior was even considered a bug a couple of years ago, and that the help page on Community Central still states that all users should be able to post on walls, regardless of their login status.

So it would be useful to have an official statement on this matter.
