I understand your concerns, and your proposal is really interesting. However, the main issue here is scalability. MsUpload is a third-party extension designed for quick 'drag-and-drop' uploads, so it lacks the complex integration needed to pull license templates from every individual wiki.
For this to work, the extension would need to dynamically 'read' the specific license templates of every single wiki—and since every community names their licenses differently, there’s no global standard to hook into. Building a custom selector that doesn't break during bulk uploads (like dragging 10 images at once) would require a massive rewrite of the extension's code.
If you’re more worried about the licenses rather than the speed, you can alternatively use Special:Upload. In addition, another option is to use a bot for these uploads, and request it to automatically license the files by using a description or a license template.

This extension isn't maintained by Fandom AFAIK. However, I agree that there should always be a way to include licensing info when uploading files. For that reason, a while ago, I asked Fandom to disable this on some wikis where I'm an admin, but they said no. Maybe Fandom should just disable MsUpload everywhere. After all, there's another upload option right in the editor toolbar that lets you include file info, and they get along without MsUpload on Wikipedia.
