This suggestion is something I think was explored in the past. From my experience, we don’t usually have cases of public figures creating accounts, and a special need to verificate them. I remember some companies or people did it, and we simply reviewed their edits as a current user but their contributions were not really impactful.
In most cases, these people or companies don’t need to create an account because they don’t plan to make significant changes on wikis. When these people or companies want to make a partnership with us, they usually coordinate directly with us but they are not creating accounts and making edits.
In other cases, if they need specific minor requests from our side, they simply contact privately to coordinate their requests.
