Allow global.css for FandomMobile

The title is self-explanatory. It could also be in a new Mediawiki page called GlobalMobile.css or something like that.

  Would love to use this instead of maintaining two completely separate style sheets in different Wikis.

  Yes, this is a great idea. In addition to /global.css and /global.js, we should have /global-fandommobile, or something like that. Also, although practically equivalent to /global at the moment, we should also have /global-fandomdesktop.
