New User Rights Feature

If an ability of a Bureaucrat can grant user the same rights or demote themselves, why not an ability of an administrator can only grant a user as an administrator as well? (https://community.fandom.com/wiki/File:Burform.png) and (https://community.fandom.com/wiki/File:Admin_rights.png)
