Hello. While this requirement would be ideal to ensure a proper community management on wikis, unfortunately this is not something that we should establish as an stardard practice for every wiki. If a wiki is about a really popular topic, and also written in English, it usually has a significant amount of active users and editors and we could find at least two of them to manage the community. However, other topics are not as relevant or trending, and there’s no way to ensure admin availability.

Regarding the availability of previous admins, we currently have policies for this. To start with, once a wiki doesn’t have active admins, any current user is able to adopt the wiki and be a new admin, once they meet some basic requirements:

In the same way, if an admin is inactive or they are not assisting the needs of their community, they are ultimately losing their rights.
